on who should bear the responsibility.
This constitutes a very fundamental issue of the fairness of mankind. Resources on the earth are limited. Depriving the earth of its ability t.o restore is the most irresponsible action. The earth is becoming uninhabitable at an extremely high speed. How should we hear responsibility toward future generations that have not yet been born? How should we deal with problems of fairness among generations and countries?
Though the total population of industrial countries accounts for 20% of the world population, they produce two-thirds of COQ emissions. Pollutants from developing countries, whose population accounts for 80% of the world population, is very small in quantity.

Still, even in Japan the amount falls far short of 1% of the national budget, though I think Japan makes a relative effort. However, from a global perspective, there is a wide gap that cannot he understood using common sense. With an extremely simple vision and one effort, and without bearing heavy budgetary burden, developed countries can provide minimum necessities to the world.
